As a Licensed State Land Surveyor, he is qualified to survey upland and coastal boundaries in which the State of Texas has an interest, including gradient boundaries, coastal boundaries, and the filing of field notes in connection with vacancies and excesses. As a Certified Floodplain Manager, he has extensive knowledge of FEMA policies and procedures with regard to Elevation Certificates, Floodplain Mitigation, and Permitting at the local level.
